Does anybody have any news on Simon Philips' condition? It sounds like he's doing pretty bad?

He's home recouping. Will rejoin the band in 2004 for a new tour. The Night of The Proms tour which is finishing up right now was noted by Billboard as the top grossing European tour of all time.
It featured, TOTO, INXS and EnVogue along with a European act.

...& INXS? Who's fronting for them in place of Hutchence?

Jon Stevens, but days before this tour started he quit. So when the band finishes up, INXS will again be without a singer. I have heard Jon sounds much like Michael. The reason he quit was it was taking much too long to do a new INXS record.
As to Simon, first Jon Farris of INXS filled in a few shows for Simon, then Ricky was flown out to finish the tour.

Simon became very ill while on the Night of the Proms tour with TOTO. Last time he became this sick it was a rare blood disease.

Simon's OK again, and will be back touring with TOTO in February.
